FusionAuth's Community edition is genuinely full-featured for self-host, and SAML is included in every edition (Community included) - FusionAuth markets this directly against the Okta/Auth0 SAML upcharge. The cloud tiers exist mainly to provide a hosted option with managed upgrades; pricing is flat rather than per-MAU which makes budgeting predictable. Hosting is now bundled into the paid cloud plans.
